If it's the gothic/evil side we're going for, several of the early Norwegian Black Metal would suit perfectly:
Mayhem - De Mysteriis Dom Sathanas:
Burzum - Burzum:
Emperor - In the Nightside Eclipse:
Just to name a few...
But i've always thought the goofy (Paranoid & Sabotage), stylistically clean (MOR, Vol 4) and conceptual (TE, NSD) covers were just as good as the "evil" ones (BS, SBS).

A Central European town of ultimate pure evil at night...when the dawn rises, the market place is bustling with regular people with every day activities again...LOL
A fantastic artwork, this could be the cover of any metal band, especially some power metal band.
"HALLOWEEN RIFFS, WALL-TO-WALL GUITARS"
The church on the cover is Nidarosdomen (Nidaros Cathedral), the largest cathedral in northen Europe, located in my lovely town Trondheim. Rumors said the reason it's on the cover was because Varg Vikernes and Øystein Aarseth was planning to blow it up.
And i've both peed on it, and hid behind it to smoke my pipe.I'm a true christian. :D

I think this cover art could have well been on a Sabbath album. And the music itself is quite Sabbathy too
